Rockport PD: Full-Time Civilian Dispatcher

• Demonstrate proficient typing skills and knowledge of computers, word processing, and data entry.
• Ability to operate all radios, telephones, alarm monitoring and transmitting equipment and telecommunications equipment in the Emergency Operations Center.
• Capable of receiving and prioritizing calls for service.
• Possess clear and articulate oral communication skills and the ability to understand and carry out complex oral and written instructions.
• Ability to communicate with the public in a courteous and efficient manner.
• Successfully complete the Massachusetts Next Generation 9-1-1 Telecommunications Course; APCO Public Safety Telecommunicator 1 Course, and Emergency Medical Dispatch Course.
• CPR certification.

• Coordinate and maintain radio communications with Police, Fire, Ambulance, Department of Public Works, Harbormaster and other associated facilities.
• Thorough working knowledge of the operation of the Massachusetts Enhanced 9-1-1 Telecommunications system and recording equipment.
• Coordinate and dispatch emergency personnel utilizing the fire / ambulance emergency paging system and the emergency fire / ambulance alarm system.
• Monitor alarm equipment and dispatch appropriate personnel. Alarm equipment monitors medical aid, intrusion, fire and trouble alarms received from the General Public, Banks, Municipal Buildings, Businesses, Elderly Housing and Schools.
• Acquire a thorough knowledge of streets, businesses, parks, beaches, housing projects and other notable areas throughout the community.
• Develop a thorough understanding on the use of the in house computer and record keeping policies.
• Receive and record department activities. Enter the information in the in-house department computer and print incident cards. All information received by the Police Department is considered confidential and will not be disseminated without the approval of the Chief of Police or his designee.
• Receive information, reports, messages etc. and disseminate to the appropriate personnel.
• Perform administrative / clerical work assigned by the Chief of Police, Sergeant or OIC. These duties may include but are not limited to filing, record keeping and typing.
• Utilize and operate the National Law Enforcement Agency Telecommunications Computer Processing System, NCIC and LEAPS. This includes monitoring, accessing, retrieving information and entering data in the network system.
• Receive both emergency and non-emergency calls; assess the appropriate action to be taken and or referral to be made.
• Although the dispatcher is not required to book or monitor prisoners, a complete understanding of the booking procedure must be acquired. This includes the activation of the audio and visual recording equipment.
• Enter data for daily shift log. 
• Enter Parking Violations into the Parking Violations Database for tracking purposes.
• Maintain a clean and organized work area.
• Work uniform will consist of dark blue pants, navy blue or white shirt polo shirt with long or short sleeves depending on the season. Only all black boots, shoes or sneakers are permitted. The Chief of Police or his designee must approve any insignia or lettering on the uniform. All uniforms must be neat and clean in compliance with the department's standards.
